Each scorecard keeps two auditable records side by side: successful executive- or department-origin legislation finalized during the administration, and numbered executive orders signed by the mayor.
Two modules, two totals
mayor legislative points = sum of reach + fiscal scale + legal durability + institutional scope
A successful measure enters a mayor’s scorecard only when the official source identifies an executive or department origin. It is assigned to the mayor in office on the enactment or adoption date. Each measure contributes zero to eight points; the Council sponsorship point is not included.

The modules are displayed separately. Neither proves personal authorship, policy quality, successful implementation, or responsibility for citywide outcomes.

Numbered orders use the Clerk roster, page-cited direct acts, and the existing four significance factors.
Add signatures, unsigned returns, vetoes, and Council overrides as a distinct exercise of mayoral authority.
Compare proposals, adopted changes, delivery, and reported results without double-counting omnibus actions.
Mayoral term boundaries come from the Seattle Municipal Archives. Executive-order identities and PDFs come from the City Clerk database; the active Wilson roster is refreshed during site updates.
